The Ministry of Agriculture of the Russian Federation initiated a video conference on the purchase of agricultural equipment in the South Federal District and North Caucasian Federal District. The meeting was held by Dzhambulat Khatuov, First Deputy Minister. The representatives of the Stavropol region took part in the meeting as well.
It was announced at the video conference that a significant volume of grain crops is produced in the South of the country, that is why the modernisation of machinery in the South Federal District and North Caucasian Federal District is a top priority to increase the yield.
According to the regional data, 600 tractors and 300 combine harvesters are expected to be purchased in the North Caucasian Federal District in 2019.
Although the ministry considers that the authorities should have more ambitious plans and aim at purchasing more units of machinery.
At the video conference special attention was paid to the role of the preferential loans in the process of technical modernisation. The First Deputy Minister reminded that the agricultural businessmen had an opportunity to buy Russian machinery with discounts owing to the state support measures.
The regions should also cooperate more with Rosagrolizing. The enterprise has the programme providing modern machinery to the regions with concessionary terms. 600 agreements of intents on purchasing of 1.1k units of agricultural machinery on 4.5 b roubles were signed within the programme in 2018. State support of these agreements exceeded 1b roubles. The Ipatovo municipality has the largest indexes of the programme implementation – more than 80 units of machinery and complexes were bought; 76 units were purchased in the Trunivskiy municipal district.
The programme is continuing in 2019, 8b roubles are allocated for it from the Federal budget. The subsidy rate is 15%.
